The Ministry of Higher Education (MoHE) was established in 2024 as part of the rationalization of Government Ministries and state-owned enterprises. The Ministry is mandated to provide leadership and overall policy development, strategy, and standards in higher education and skills development.

In line with the above mandate, the Ministry has to drive the following portfolio responsibilities/services; Higher Education, Employable and entrepreneurial skills, Research, Government Higher Education funding, Accreditation and regulation of education training providers, Quality assurance of examination programmes, support for research and innovation initiatives, promotion for Science, Technology, Engineering and Mathematics (STEM) Education.

CORPORATE SERVICES 
Corporate Services provides strategic direction and guidance in the provision of corporate services functions to the Ministry through effective mobilization, management and utilization of resources, monitoring and implementation of the Ministry’s development projects to ensure effective execution of the ministry’s core mandate. Corporate Services is responsible for providing human and financial resources and implementation of the public service policy.
DEPARTMENT OF TERTIARY EDUCATION FINANCING (DTEF)
The DTEF is responsible for implementing and overseeing policies related to tertiary education financing in Botswana. It addresses the country's technical and manpower needs by performing key functions such as student placement, disbursement of funds, career guidance, monitoring of performance, loan recovery, and contract management with institutions and service providers. The tertiary education services are automated therefore applicants are expected to post their sponsorship online.

DEPARTMENT OF SKILLS DEVELOPMENT (DSD)
The Department exists to provide quality, accessible, and equitable Vocational Education and Training (VET) to enable youth to contribute to national socio-economic and technological advancement.
Key Functions:
- Managing Technical Colleges and Brigades which offer essential skills development in various trades.
- Developing skill enhancement programs that align with market demands and workforce needs.
- Promoting continuous skills upgrading and ensuring that learners in key sectors remain competitive.
